Make PIOS_QUATERNION_STABILIZATION optional through uavobject setting

Description

Quaternion Stabilization can have unwanted effects if using point of interest and the point of interest jumps.

Depending on the craft type it might be desirable to keep roll and pitch within limits when a large yaw rotation is required, otherwise a large drop in altitude can occur with multis, even through the rotation is mathematically the best suited one.

The legacy code using no quaternions is saver in these cases. As such I would turn quaternion stabi default off for now.
